Overview

Water is the structural medium through which climate risk, infrastructure performance and urban development converge.

RSUP advises governments, utilities, development authorities and metropolitan regions on the strategic integration of water systems within long-term urban transformation. Building on leadership experience at the Competence Center for Water Berlin (KWB), one of Europe’s leading applied water research institutes, our work bridges research, infrastructure systems and governance design.

Water strategy is treated not as a technical sub-discipline, but as a core determinant of spatial viability, fiscal stability and climate resilience. From water scarcity and flood risk to wastewater infrastructure and nature-based solutions, we develop frameworks that align environmental realities with institutional capability and investment logic.

Approach

RSUP’s water systems advisory is embedded within strategic urban planning. Water is treated as a structuring element of metropolitan development rather than a downstream technical constraint.

Three principles guide our work:

Integrated Urban Water Cycle Thinking: We analyse the full urban water cycle — supply, wastewater, stormwater, groundwater and ecosystem services — as a connected system embedded within spatial development. Water availability, flood exposure and blue-green infrastructure are treated as formative drivers of land use, density and development phasing. This enables coherent responses to scarcity, extreme weather events and infrastructure ageing while shaping where and how cities can grow sustainably.

Climate Adaptation and Risk Integration: Water systems function as frontline climate infrastructure. We assess exposure to drought, flooding, heat stress and soil instability, translating hydrological risk into spatial and regional planning frameworks. Adaptation pathways are embedded within masterplans and long-term development strategies rather than appended as mitigation measures.

Strategic Infrastructure and Governance Alignment: Resilient water systems depend on coherent institutional and investment logic. We align spatial development trajectories with infrastructure capacity, regulatory frameworks and long-term capital planning to prevent structural mismatch between growth ambitions and environmental feasibility.

Our work combines spatial modelling, hydrological assessment and scenario testing to ensure that water strategy reinforces — rather than reacts to — urban development decisions.

Water-Informed Spatial Frameworks: Urban and regional strategies in which land use, density, development phasing and blue-green infrastructure are aligned with hydrological realities, reducing long-term exposure to flood and scarcity risk.

Climate-Responsive Masterplanning: Integration of retention landscapes, nature-based solutions and hybrid grey–green systems into development concepts, strengthening adaptive capacity while enhancing spatial quality.

Strategic Water and Investment Roadmaps: Long-term pathways linking water security, infrastructure renewal and capital planning to sustainable urban growth.

Risk Reduction and System Resilience: Structured assessment of drought, flood and infrastructure ageing exposure, enabling prioritised mitigation and informed decision-making.

Institutional and Governance Coherence: Clarified roles, coordination mechanisms and regulatory alignment to ensure that water-related transformation is operationally and fiscally viable.

The result is enhanced urban viability: cities capable of growing within hydrological limits while strengthening climate resilience, ecological performance and long-term economic stability.
